Melt butter in large soup pot & add onion & peppers; cook & stir until tender. Add garlic & cook an additional min.
Add spices & stir to combine. Add chicken broth, black beans & corn niblets. Bring to boil, then reduce to simmer.
Meanwhile, fry up chicken pieces until browned.
Add chicken to soup pot & add cheese; stir until melted.
Stir flour into cream until well combined. Add to pot & cook on low 30 mins, stirring frequently.
Top with green onions.
