Melt 2 Tbs butter. Add onion, garlic, carrot & pinch of salt. Cook 5 mins. Add the rest of butter & melt.
Whisk in flour. Slowly add milk & whisk until there are no clumps.
Whisk in chicken broth, add bay leaf & bring to boil.
Add broccoli & season with salt & pepper. Cook over medium heat 20 mins.
Pour batches into blender & puree. Return to soup pot & cook over low heat. Add cheese. Once melted, stir in paprika & nutmeg.
